The application checks institution membership, roles and resource context on the server. Role-aware navigation alone does not grant access.
Accountability by design
Session controls, permission checks and audit records support accountable administration. Institution administrators must still assign appropriate access and follow agreed procedures.
Readiness before real records
Production introduction requires privacy agreements, recovery checks and operational approval. No certification, compliance accreditation or service-level guarantee is claimed here.
